I see all the Tanaka examples for 疎か are the former sense 2, and all the sense 1 examples are in fact for おろそかにする. which is the most common usage.

there's probably a (2) as well but I can't see it.
"不理な" gets 84 results on bing, but they all seem to be iK 
for "不利": "内容はこちら側に相当不理な内容です。", "腸内環境には不理な食
事ですよね。", "購買力平価での比較は、円が独歩高なので不理なのは当然で
す。", "ただ中小企業にとっては戦局不理な時代である。"
So probably arch (rather than obsc?).

It gets ~100k hits, but many are false. The only occurrence I can find in a reference is the phrase "不告不理の原則", which is in Koj, Daijr, GG5. The latter says: "the principle of no adjudication without prosecution.
I don't know why the "dubious" note was added. I'll remove it, but perhaps the whole entry should go if it can't be confirmed.
