I'd be interested in having other opinions on this but to me it seems that it behaves like a noun. You can have 人情の板挟み, 板挟みになる,部下の板挟み (from gg5). In fact, you could argue that it's not really an expression since it can be part of multiple expressions.

Well, personally I don't see why they wouldn't be split.  Even if they have the same spelling (and even if they came from the same source word, which apparently they don't) they're still two different senses.  I might agree with you if "cargo sling" and "baby sling" hadn't been added, but after that happened one sense was clearly erected to mean a kind of 'sling' that doesn't apply to 'Singapore sling'.

It's not really "rare". It's just not used in the real word (i.e. outside video games).
But it's not widely used in gaming either. It's a character class in Final Fantasy, which explains the reasonably high n-gram count. I don't think it belongs in jmdict (or jmnedict). This is a general-purpose dictionary, not a Final Fantasy Wiki.
Also, given that we have an entry for 師, the meaning isn't difficult to deduce.

As a one word translation, google gives "infuriating". "憤ろしい人" doesn't exist (google). 

The object of 憤ろしい, when given explicitly, seems to usually be the cause of outrage, not the person feeling it.  daijs gives 腹立たしい, which we gloss in this way. sankoku: 腹が立ってたまらない気持ちだ。 

sankoku says 文, so I'm picking [form] over [rare]. But:

憤ろしい	133	0.1%

Happened to find a direct comment on this that probably applies to a lot of [rare][form]. "Haven't used once in my life, a lot of Japanese people probably couldn't even read it":

現代の日本語としては、ほぼ使われません。僕も人生で一度も使ったことがありません。「憤ろしい」を「いきどおろしい」と読めない日本語ネイティブが多い、というくらい稀な言葉です。
かなり強めに腹を立てる感じだと思います。

This is what I would imagine as [form][rare]. We have a lot of these.

Now, it seems like there is another usage.  Yourei has "憤ろしい顔" and "憤ろしい涙", where it probably just means "angry face/tears" (as google translates).  But "腹立たしい" will generate the same examples.
