But I think the most common usage that would be translated "to turn on" is 洗濯機を回す. You'd never (well, not normally) say "I'm
gonna turn/rotate/spin/twist/gyrate the washing machine" in English. If I'm looking for the meaning of 回す in a case like that, I
might very well skim past it. I do think it should be its own sense. I suggest giving it number 5, after "to turn (to a new use)"
and before "to put (someone in a position)"

番える 【つがえる】 (?) ???; RH
番る 【つがえる】 (?) ???; RH
It also appears in children's stories, but in kana. If anyone searched the site based upon that, it would be good if this came up.

Well, let's drop this one. I have put the original submission into Tatoeba as an example.
6. A* 2010-11-09 17:13:00  Rene Malenfant <...address hidden...>
  Comments:
i've put 構文的に無効な試験事象 and 再帰的に定義された列 up for deletion; neither
gets more than 40 hits (and the ones they do get are pretty much all edict). the
other one is one of my submissions. it has its own wiki article, so it's probably
good to stay

I feel like 技術的に巧妙 is a pretty obvious combination of two words. It's 技術的に+巧妙 technically + ingenious.

yeah, i'm not sure it should be kept, to be honest. are there any other examples of adv-ni-adj entries in the dictionary?
