Looks like you're correct about the reading in paper contexts. Since 「ぎゃくめ」doesn't show up in any kokugos, it's probably better split out, with the bookbinding sense.

I'm not sure these readings belong in the same entry, at least not without a note. I think that in paper-related contexts, it's always ぎゃくめ.

gg5 has that 「ぎゃくめ」 entry for golf, but also a 「さかめ」 entry for wood. The kokugos, including smk, and NHK accent have 「さかめ」 entries, so that seems to be the main reading.
