Looks like you're correct about the reading in paper contexts. Since 「ぎゃくめ」doesn't show up in any kokugos, it's probably better split out, with the bookbinding sense. |

I'm not sure these readings belong in the same entry, at least not without a note. I think that in paper-related contexts, it's always ぎゃくめ. |

gg5 has that 「ぎゃくめ」 entry for golf, but also a 「さかめ」 entry for wood. The kokugos, including smk, and NHK accent have 「さかめ」 entries, so that seems to be the main reading. |
