Given that it literally translates to "o'clock direction", I don't think it's needed. The EJs have multiple translations for this sense of "o'clock": "...時", "...時の方向", "...時の位置".

I don't think it's a counter. Although it may be helpful to know that this is the way to give a clock position/bearing, I'm not sure it works as a JE entry.
