I don't think we can call this "educational institution focused on learning while having fun", it makes it sound like something
that's been formally defined or like it's a specific category of school. This seems more like a casual kanji pun on 学校 that should
be read more as "fun school" and that's being used spec. for "水辺の楽校" (a government project) and in some other similar instances
like Mie Prefecture's "nature school"
It's a headache to gloss so my preference would kind of be to just skip it, but it is common in the ngrams... |
