KOD has the example: "同窓会の賑やかしにポップ歌手を呼ぶ engage a pop singer to 「liven up [enliven] an alumni reunion."
None of the other kokugos have that point made in Koj, but I think "livening-up" covers it. |

I don't think this covers the "ないよりましという程度のこと"
I think it's supposed to refer to side shows and other things that are not the main attraction. Things such as clowns in a circus. They're expected to be there, but you don't go to a circus to see the clowns. |
