Fair enough about 太平洋沖. I see lots of other cases where it's plainly XXX+沖地震  (or +沖+地震). It's not a free-standing noun, so we may as well call it a suffix if no-one can come up with an alternative.

I can see the usefulness of it but I'm not sure how correct it is to say that "沖地震" is a word, even a suffix.

I'm seeing it places where the 沖 doesn't seem to work as part of the preceding place-name, e.g.
スマトラ沖地震
東北地方太平洋沖地震の被災者 - would we really regard "太平洋沖" as a compound?
宮城県沖地震
etc.
Sure it's 沖 + 地震, but it seems a useful and extremely common compound to lexicalize. By itself, 沖 is more "open sea",
Reverso has heaps of matches with "offshore earthquake", "ocean earthquake", etc.
