When it comes to physical (paper) dictionaries, I think this usually refers to the ones aimed at elementary school students or non-native speakers (e.g. kanji -> English dictionary). The comprehensive kanji->Japanese dictionaries are 漢和辞典.
I see that there are a lot of online 漢字辞典, though. |

Sitting on the bookshelf next to me are several volumes with 漢字字典 on their spines. It's a term that obviously in use, but the usual references are silent about it. The same goes for 漢字辞典. While they are both A+B I think they are a bit too common to ignore. |
