Given that there's no hard-and-fast rule for determining when to use ありがとうございました over ありがとうございます, I think we should keep the note simple.
Whatever we go with, it won't be entirely correct because ありがとうございました is used in various set expressions and situations where (logically) you'd expect ありがとうございます.
