三回忌とは、亡くなってから満2年目に到来する祥月命日（亡くなった日）のことで地域によっては三周忌とも呼ばれます。

I don't think "rare" is appropriate.

I don't know what else to say, this just appears to be objectively incorrect.　(At very least, it is missing a common usage). 

Could do one of those
"second anniversary of a death"; "third anniversary of a death" 
entries... 

If you see this in the wild, I would *guess* that it is probably the second, and not the third, anniversary.  The reason is that the third anniversary is not celebrated.  But 三回忌 should probably have been used instead.
