ＫＯＤ追加語彙 has it as an abbreviation of both 所轄警察署 (the competent police station) and 所轄税務署 (the competent tax office). Here "competent" really means "with jurisdiction". That's consistent with Nikk's "その地域の事件などを管轄する警察署。", at least for the police meaning.
