I'd say it's a counter because it combines with the numeral before it. For example 10傑/十傑 is じっけつ, not じゅうけつ. 100傑/百傑 is ひゃっけつ, not ひゃく けつ. |

Can't find good references for this, but it seems to be widely used.
For example in this article it's used to refer to top 20, 50, 100 festivals in certain areas
