I'd say it's a counter because it combines with the numeral before it. For example 10傑/十傑 is じっけつ, not じゅうけつ. 100傑/百傑 is ひゃっけつ, not ひゃく けつ.

Taking that Koj entry we'd have a noun meaning "excelling thing or person". Would that do? I'm finding it hard to see it as a counter.

Can't find good references for this, but it seems to be widely used.

For example in this article it's used to refer to top 20, 50, 100 festivals in certain areas
