First meaning is "to stand very high". Wasn't sure how to phrase the [n,vs] ("to tower" vs. "tower"), and didn't have an idea for a noun form (since it seems to just not be used without suru).

Additionally, Daijirin notes that こつりつ is the accepted reading, but that it can also be read ごつりつ.

Daijisen has a modern example phrase for the first meaning, while both Daijisen and Daijirin only have a classical example for the second. Not sure if that makes it archaic. A search in the KOTONOHA corpus (http://www.kotonoha.gr.jp/shonagon/) turns up nothing either way; same for the Innocent novel analysis word list.

The word came up on my Twitter feed by a 準1級 kanken bot, which gave the first definition ("to stand far above").
