Never heard of "boiled to a turn". Googled and found principally references to J-E dictionaries based on this entry.  Zero twitter hits. Scrolling through google results, you'll find just a couple of modern native-English uses.

Google book results yield examples from the 1850s~1950s.  I'm sure some people have encountered the expression in literature, or grown up with it, but it seems too niche to warrant inclusion here. Especially since 茹で上げる is commonplace.
