Quite a common 複合動詞, but not in refs, which means to NSJs it's obvious. I think it's a case of sense 23(!) of 切る: "(after the -masu stem of a verb) to finish; to complete".
The "wax on" in Eijiro seems odd, and "to hover" doesn't work for me.

This was in the text which I was reading [最後の一段を登り切って。]. It gets quite a fair amount of Google hits [150k]. You have many entries where "切る" forms a suffix so this would not be out of place.

I have included the notion of "hover" because in the context of the text, I read it as "he hovered on the last step", i.e., because he was not sure whether to go forward or go back down; being confronted with an unexpected challenge. I do not think that "to scale" quite fits the context but I have left that in for your decision. The concept of "To wax" gets some support from your [A] link.

Regardless of my reading, it would as stated above, be compatible with other entries should you wish to promote it.
