Go ahead if you want to. I feel it's useful having the 頭/head forms in the one entry, but I'm not fussed.
An alternative might be to make 首 an [sK] form and drop those restrictions.

5. つぶり and かぶ could go together in an archaic entry or be dropped altogether.
