This is a distinctive item in kyōgen (just used on NHK program tonight); 大辞林 has a good picture.

Hope definition is ok – it’s a bit intricate to describe, b/c it’s so unfamiliar (I’ve omitted minor details, like the knob/horn-like bits at the top).

I wonder if the 葛(かずら) is a corruption/respelling of 鬘 “headdress, wig”, which makes more sense etymologically.
