if i remember correctly, my sense of the term (at least as of 10 years ago) was that it does (or did) indeed refer mostly to not aggressively pursuing women. so i think there's some truth in the 2nd sense but its negativity is overstated

To be frank, I simply don't know. It was proposed in 2010 and we let it in. Looking back at it, I think it's probably just a catty way of rewording sense 1. Perhaps it would be best dripped. |
