I don't see a reason why this would have to be between central and local bureaucrats. The etymology of the word doesn't suggest it. gg5 makes no mention of this. See also, http://zokugo-dict.com/06ka/kankan-setai.htm. They do mention that it often takes place between these two: "多くは地方自治体の役人が補助金の決定権を持つ中央官僚に対して行われた" |
