I see what you're saying but I think these expressions are used in pretty much the same way. I note that 言うは易く行うは難し is a very common translation of "easier said than done" online.
Does adding "it's" to the start help at all?

"Easier said than done" isn't a proverb 
expressing a general truth, it's a 慣用句, 
a set phrase said of a specific situation.
