I agree we should have all the observed/used/etc. single-kanji country abbreviations. I was 
thinking we may need a new pos for them, but maybe just [n][abbr] will do.

Isn't "造語成分" just how Shinmeikai labels its kanwa entries, which means we can (mostly) ignore them?
I think we're making an exception for country names because they're useful to have.
What's confusing is how the kokugos classify them; there's no consistency. According to daijr, 加 (Canada) and 葡 (Portugal) are nouns but 米, 豪 and 印 aren't. Some don't even have a kanwa entry (e.g. 希 - Greece).
I'm not sure any of them can really be considered nouns, but if we're going to include 英, 米, 仏, etc. in the main dictionary, we should probably include all the kanji country abbreviations that aren't totally obscure.

as 造語成分, 土[と]=つち.  but not as a noun, which is what we currently have sense 2 as.

造語成分 are generally a mess.  if と is split out, should we include the earth sense there?  if not, what justification do we have for including some but not all of its 造語成分 meanings?

rather than make entries for 造語成分, we should consider merging in kanjidic.  that's basically how the kokugos handle it.

i'll submit a separate と entry for now
