Just had a text-to-speech program read this as ていけつび, so I went looking online to double check.   The google books link is a recently published Japanese text with ていけつび given as furigana for 締結日(book screenshot included).   A google book search brings up some other matches as well.  I surveyed 1 Japanese person as a sanity check and he gave me ていけつび as a reading.

Maybe ていけつひ is a valid alternate? Again, if you go looking for it, the references mostly just seem to tie back to jmdict. I'm inclined to think ていけつび is the only legitimate modern reading.
