I have proposed a second sense for 留学: "studying at a different school, etc. (usu. for a specific purpose)", based on the kokugo entries which are broader than the JEs on that term. I find it hard to work out if 駅前留学 is confined to use with NOVA schools, but I feel that with 33545 in the n-gram counts we should record it somewhere. With that extra sense for 留学, if it is approved, 駅前 +  留学 makes a bit more sense but it's still rather opaque.
