According to this article, it has more ancient origins than I thought:

・ふり【振】……褌、腰巻、さるまたなどを着けず、陰部をあらわしていること。多くは男子についていう。
・ふる【振】……陰部を露出する。ふんどしをせずにいる。

「ふり」は1768年の柳多留（川柳の句集）にある「金ふきはふりに成るのがしまい也」という句が初出。「ふる」の初出は1810〜1822年の滑稽本・続膝栗毛の「坊主といふ者はをなごのやうな、いもじしてをるもんぢゃさかい、ふってをるもおなじことで」という一文だった。
難しい文章の内容は分からないけど、江戸時代には「ふり」にも「ふる」にもすでに、「下半身ハダカ」の意味があったようだ。「ちん」がつけられたのはそのあと。分かりやすいよう、言葉が変化したんだろう。

Couldn't find that meaning of ふる in modern dictionaries but ふり checks out in koj, and probably daij too.

So, I probably wouldn't merge.

The chiebukuro link has 振ちん and even 振まん.

Dunno. Daijr & GG5 cross-ref them, but to me it seems they are coming from "free" and "full", and we don't usually merge on different sources. In this case they are so close it's probably splitting hairs a bit.

Let's see what others think.
