Comments: | I have not altered the above, but I am wondering whether the generalisation of the above description as being simply "to enrich and strengthen " is correct. When, as I understand it, the concept was a very firm policy to bring about a rich country and strong army; and moreover a thing which is basically about Japan [following the restoration]as opposed to a description for countries which are generally intending to become enriched and strenthened.
