The usual practice is to put the surface forms in order of "commonness". See http://www.edrdg.org/wiki/index.php/Editorial_policy#Kanji.2FSpecial-Character_Forms  We don't usually have a comment on which are the really common ones, or we'd have far too many such comments (almost invariably the first one or two dominate). I and other editors have access to counts drawn from the Google n-gram corpus (sorry I can't make access public). For this entry the counts are:

Japanese people in general agree 目元 and 目もと are the most used forms, with 目許 being encountered mainly in novels when people is wearing something around their eyes.

I felt better making clear that the intended forms are "目元" and "目もと". I hope I was not wrong using a note for this goal.
