The style is good, thank you for that. 

I think "usu." is more accurate than "often" here, and the goal is to warn away from misuse. I could not find a positive application of this structure(and there are endless negative uses).  

This is one of several structures that behave this way(容赦会釈, 遠慮会釈).  I suspect the etymology is something like 情けも容赦もなく - neither mercy nor compassion.  Doesn't make a lot of sense as a  positive construction(and doesn't appear to be used as such).

My understanding of the ngram analysis here is that the counts for a short term include the counts for all of the longer terms beneath.
情け容赦	40270
情け容赦ない	8962
情け容赦なく	15298
So those 40270 instances of 情け容赦 are not indicative of positive use, but rather capture all the non-overlapping forms beneath it(which in this case are all negated).

Looking at ngrams, this term is nearly non-existent without negation.

I even tried with を, and just got:

I feel like I've tried to add "usually negated" notes to nouns in the past and had them rejected.  Seems appropriate though, if possible. It seems like it would be a mistake to try and use this word as "mercy" in a positive context(ie. "grant mercy", or "mercy is important"), but it is common in varied negative constructions.
