Apparently the phrase isn't unheard of in American politics, but my intuition is that it must be very rare. I like to think I have at least an average education, but I don't think I've ever heard the expression.

One of the most common criticisms of JMdict that I see is about the reliance upon potentially obscure set-phrases like this.
