散播き seems to be strictly relegated to farming. Search google, twitter, etc. for:

There are some hits on twitter for "散蒔き政策", but these seem most likely to be mistakes.  

A plain google search gives 24 hits total for "散蒔き政策", 0 for 散播き政策, 2 for 散蒔き政治、 but 3 pages of results for 散播き政治, which appear to be driven only be its presence in this database entry.
