I propose we drop 壅がる. 壅 is not an old/variant form of 塞 and almost all WWW hits lead back here.

According to my kanji dictionary, 壅 is just one of 15 kanji that have been used over the centuries to write ふさぐ. I don't think this is what the [oK] tag was intended for.

Also, are the x-refs to 塞げる necessary? We don't (typically) do that with other transitive/intransitive pairs.

I see Daijr merges it with 鬱ぐ, but then explains the meanings differ according to the kanji. 新和英中辞典 has both a 塞ぐ entry and a 鬱ぐ/塞ぐ one.
I think what you are doing here is the cleanest way.

Definitely a few different ways these could be split.
Just saw this used as the depressed/mope sense, so I think having that in an entry instead of just a note on 鬱ぐ would be helpful.
