With that note I'd leave it where it is. It's the first sense in the JEs (and GG5 only has 込む) and in the Tanaka sentences 40 are using 混む and 8 are using 込む but they ALL mean crowded.

If move it down to sense 3, it still comes 
before the suffixes. I think it's really weird 
to lead with a meaning that's not at all 
common for 込む now that 混む has been split 
out.
