Refs: | https://en.wikipedia.org/wiki/Ghost_population If I'm interpreting them correctly, the J-J definitions (daijr/s, koj, oukoku) say this is a deliberate falsehood (「虚偽の申告など…」, 「偽りの申告によって…」) and that the people truly do not exist (「実際には居住していない」). This sounds quite a bit different than the definition of "ghost population" on Wikipedia ("population that has been inferred through using statistical techniques"). To me, the kokugos make it sound like there is an intent to mislead. |
