aimed at Japanese users, we certainly have 
plenty of them.

Gerund glosses can be helpful but I don't think they add anything in this case. A learner will have no trouble translating "彼はアメリカに入国した" as "He entered America" from the gloss "entry into a country".
GG5, Eijro, etc. are aimed primarily at Japanese speakers (i.e. English learners) so it's helpful to have similar glosses in different forms. We don't really have to do that in JMdict.
