I think that, more often than not, "measure" is a better word for it than "countermeasure".
After all, measures are always taken in response to circumstances.

I'm not so sure that "counterplan" is quite right (a counterplan is more of a *tactic*, rather 
than a long-term strategy such as a measure or provision, it seems to me) but I guess it's 
close enough to leave in(?)
