Sorry, I didn't check the Tanaka sentences. I wasn't seeing usage like that in the JEs or the top n-gram terms. Those examples are indeed adverbial.
I agree that the 全般 entry could be improved. I'll do that now. |

Given how common 全般に is, I think we need to give some indication of its usage, either through an entry like this or some POS on the 全般 entry ("n,n-suf" doesn't help much there.)
全般 itself needs some work - many of the glosses are adverbial, and it could possibly do with an "adj-no". |

I don't think this is correct. The adverbial form of 全般 is 全般的に. 全般に only appears in expressions like 全般にわたる, 全般に関する, etc. |
