nikkoku, meikyo and daijisen all merge 真っ当 and 全う (with 全う as the main/only headword and only sense 1 present)

-moved usage tags from 全う to 全うする where they almost certainly belong.
-i don't have a problem with the merge.  they could be split with 真っ当 having only sense 1 and 全う having both senses, but that's a borderline case for 2/3
