I believe only sense 3 is a suffix. Sense 4 is not [adj-no].

I've had a go at redoing the glosses for sense 4 based on my experiences with the word as well as this rather nice definition in 実用日本語表現辞典:

乗り:　その場の雰囲気に合わせて調子づくこと。場の空気に乗る形で物事を行うこと。まともに考えたら行わないようなことを行うにいたる場合も多い.

another reason to dump all the nokanji katakana readings and just leave it up to the search software to be smart enough to translate hiragana into katakana and vice versa

Most WWW hits are for 海苔/のり/ノリ, but it's plain it's aslo used a bit for senses 2 and 4 here. I don't really know a good way to flag that. "ノリ only applies here" is a bit cumbersome. OTOH it may be messy having it in its own entry.
