The sense Nicholas proposed is 事/こと sense 2-ko in daijr:
㋙ （「…ことだ」の形で）「…ことが大事だ」の意を表す。「合格したかったら勉強する－だ」「風邪気味の時は早く寝る－だ」
and 事 sense 2-6-sa in daijs:

The JLPT site is correct. It's not in GG5's 事 entry because it's a different part of speech (without kanji). It can be found in the kokugos under the (終助) こと entry (sense 6 in daijr). |

こと is a horror, so it's not surprising the references differ on senses. The closest I could find for Nicolas' sense 9 was the one in GG5, which I agree is a bit different. I'm not convinced by the sense from that JLPT site. |

Just noting that the sense proposed by Nicolas is different to the one that has been approved. We already have the command meaning on 2524270 (where こと is a particle, not a noun).
I think sense 8 should be simplified to this. 〜のこと usage is a different sense in the kokugos. |

Very hard to be definite. GG5 has 19 senses and uses kana in most examples although for some senses it has both. As can be seen above, some constructions tend to use kanji.
On balance I think it's safe to have "uk" on all of them. After all it's not a strict rule at all. |
