I'd like to not blindly gloss both 再犯 and 累犯 as recidivism, but it is what it is.  When we say "repeat offense" in English, I think once is enough, without consideration to the exact count. I think this must hold in Japanese as well, just looking at these(which are both "recidivism rate"):
再犯率	12815	99.2%
累犯率	104	0.8%
I doubt 再犯率 implies a "maximum" of 1 re-offense here.
