I don't think it's necessarily a manufacturing process 
(although that's the most usual type of 工程)

I think "work schedule" is probably off the mark. Any examples for that?

My proposed senses 1 and 2 could be merged, although Kojien separates them.
Kojien merges my proposed senses 1 and 3.
It doesn't really bother me whichever way. 
It seems pretty arbitrary how the senses are divided.
"stage of a process" ~ Kojien's sense #2:
