I still feel the "rather formal" should be there. A Kissaten has a bit of a different feel from an ordinary cafe.

"tea house" makes me first and foremost think of 茶室 (and 
I'm not alone, see google images)

while there's a 茶 in the name I think there's a very strong 
association with coffee rather than tea, see google images 
for モーニングセット for example.

"(rather formal)" is a bit confusing - the term isn't 
formal, the cafe is, I suppose? but in what sense, really?
