Daijr: ( 名 ・形動 ) [文] ナリ
  Comments:
Those n-grams tell the story. It's not a noun (despite Daijirin's usual "名") and it's far more に/の than な. In fact almost all the JE examples are 格段の and 格段に.
I'll approve and reopen in case there's further discussion. I think staying with adjectival glosses, which is what all the JEs have, is appropriate.

  Comments:
I don't think this is an adverb (all adverbial usage I see in the eij/gg5 examples is ~に)
[文] in daijr. Maybe we should have a [literary] tag too?
