When googling site:ac.jp 移配 all hits that include this word (in the google summaries of the link) have it written out in katakana e.g. the first hit is 古代のエミシ移配政策とその展開
I think エミシ should probably come before えぞ. and maybe sense 2 should be split out?
btw meikyo only has it as "②北海道の旧称。"
