"dominating" or perhaps "controlling". 

Monopoly (独占) is not adj-no.  ngram の collocations don't look particularly like "oligopolistic". 

I think it's a disservice to say this is [vt] without offering a verb(/gerund) because it's not straightforward to get from "oligopoly" to a verb.

I was going to put "oligopolizing," but this is a joke term, and is not used in practice in English.

It's not "dominating a market" either, as in the ref, "market" is explicitly a separate item: DRAM市場の95%を寡占して
