Just want to clarify that I was thinking specifically about non-Japanese names, which Daijr, Kojien, etc. do not include (although I don't think Japanese surnames are needed in JMdict either).

Daijisen, Daijirin, Nikkoku, Kojien, Wadoku 
are all general-purpose dictionaries that have 
entries for surnames.

I don't think a general-purpose dictionary should include names unless they refer to specific (historically significant) people. Most people are intelligent enough to realise that not every instance of バッハ/Bach refers to the composer.
