I was coming around to that position too. They are not really separate senses; just a case of different countries using different terms.
BTW, it seems the UK's counties are 州; not 県.

I agree it should be "state" (for Germany) and "canton" (for Switzerland) etc. in the 州 entry. I don't think "major national administrative
units" is a good gloss because it's an explanatory gloss when real translations can be used. |

Isn't it inconsistent to have Land, Kanton and oblast in the 州 entry, but "county" here for the Norwegian fylke, and "province" for the Italian provincia? I think we should stick to English translations (e.g. canton), and not attempt to list too many.
