But is the gloss even helpful? I feel it ought to be "the relevant police authorities" or somethhing like that and well, that's really not more than the sum of its parts. Currently it seems like it can lead to confusion.

I think it's useful as a confirmation of it matching "the police". It has an example sentence. We possibly wouldn't add it now, but there's nothing to be gained by removing it.
