daijs 砥石(といし)を切り出すときに出る粉末。また、黄土を焼いて作った粉。刀剣の研磨、木材の着色、塗料の下地に用いる。

as I understand it, tonoko is a specific type of powder made from clay. It's mainly used for polishing but not exclusively. (for 
instance, it's been used traditionally mixed with glue to make karuta heavier)

also apparently used as a filler in kintsugi: "The second filler material used is tonoko – a mixture of melleable (clay and china 
clay) and non-kneadable minerals."
