I think Jim's two criteria are already very lenient, but this entry doesn't meet both of them.

I really don't think this is needed. Only a handful of results on Google Books and they're all old dictionaries/kanbun.
I'm happy to reject this over and over again if need be.

Kanji trivia games aren't a great source for new JMdict entries. For example, you can find thousands of 四字熟語 recorded on websites (jitenon, kanjipedia, etc.) which are never used in modern Japanese. It seems that people memorize them by rote for the sake of passing the kanji kentei and then never see or use them again. We usually don't accept them as new entries (see entries 2858355, 2857617, and 2858745 from last year).

There's probably no problem with letting this one in, but generally I don't think they're worth the time and effort. That's especially true when the definitions aren't as straightforward as 「あかご。ちのみご。乳児。」
